Cyberpunk 2077 is a game built on dialogues. The level of your relationships depends on interactions with the inhabitants of Night City. If you desire, you can indeed have intimate relations with some of the characters.

HOW TO START A RELATIONSHIP WITH PANAM

Panam Palmer is a former nomad whom you will meet during quests outside of Night City. Only a male character can have intimate relations with Panam (heterosexual relationships). To start a relationship with Panam, you will need to complete several main and side quests.

The main quest related to Panam's story is "Ghost Town." It starts after a dialogue with a thug in the Afterlife bar (talking about tracking down a certain Anders Hellman).

Main mission objective: Ask Panam for help with Hellman. Then agree to deal with the Kang Tao. After meeting Hellman, justify Panam and admit her innocence (a choice will appear).

First side mission "Riders on the Storm" objective: Follow the girl. After saving Saul, choose the response: "Stupid idea, Panam's right." Then there will be an opportunity to touch her thigh. Remind her of what happened in future scenes.

Second side mission "With a Little Help from My Friends" objective: Deceive Saul. Hide all of Panam's intentions from him. Agree to the task. Throughout this quest, touch her body as often as possible and hint at physical intimacy. 

Third side mission "Queen of the Highway" objective: Kiss Panam. After all the important events and shootouts, a large kiss icon will appear on the screen. Go for it!
