Who is Mister Blue Eyes and who runs the Voodoo Boys in Cyberpunk 2077?

The game world has not yet been fully explored, but some findings that leave behind a mysterious trail are sowing theories among the Cyberpunk 2077 community.

One of the findings is Mr. Blue Eyes. Who he is, what he is, and what he's about - we'll tell you today. We'll also touch on the topic of global domination, who actually controls the minds of marionettes in Night City, and we'll talk about who the wild skins are. Get comfortable and let's begin.


Let's start from the beginning. The first time we encounter strange events is during the "The Heist" mission when we help the Peralez family. During the mission, we learn that someone from above controls their minds. They gradually clean their consciousness and create a new one that suits them.

Many players miss a very interesting detail in this quest. When we find the source of the signal and chase the truck, upon arrival, we can see a practically invisible AV. To see it, we need to ignore the enemies and climb to the roof of the building. Two guards also run into the AV. If we kill them, we can pick up an encrypted chip from their bodies. The AV will fly away regardless - with or without the guards. So you won't be able to interact with it.


If we decrypt the chip, we'll see the following text:


It talks about canceling the "Konpeki" operation related to controlling the Peralez's consciousness because V discovered them. Messages about this operation are also present in the secret room in the Peralez's apartment. Additionally, there are references to agents:

Black

Orange

Blue

But more about them later.

Let's try to figure out who actually controls people's minds.

Remember the starting mission where we have to rescue Sandra from the Scav hideout? After saving her, she'll call us and ask us to return her memory module. We go and hack it.

From the information written, we learn that a corporation called "Night" is involved in a project that controls and alters people's minds using the CN-07 artificial intelligence. The person being tested is unaware of it (like in the case of the Peralezes). It concludes by stating that the test was successful, and now the demon can be implanted into the real target. From this, we can deduce that the Peralez family was the actual target.


And if we find chips at Sandra's place, they will say that she hacked "Night" corporation's data using the demon "Leviathan" and found out everything they are involved in. Most likely, these recordings were made before she was abducted and nearly killed. In her last entries, she mentioned that after hacking the database, people with Russian accents started tracking her. Those were the Scavs. It's likely that "Night" sent them to neutralize Sandra without drawing much attention to themselves because, as we know, the Scavs are involved in implant theft, so this kidnapping is a logical move for the corporation.

Let's go back to the Peralez family. In their apartment, there are strange interferences on all monitors. One of the monitors near the entrance to the secret room can be hacked, and V will experience a glitch with the interferences.

This is the kind of interference we experience when an unknown number calls us before the final conversation with Jefferson. It becomes clear that "Night" is using these monitors to control the Peralez's minds. Moreover, the antenna receiving the signal from the transmitter is connected to them.

By the way, speaking of interferences, during the "The Pickup" quest while investigating Reyna's murder, we can learn that "Night" is also behind the killing. If we enter one of the rooms in the "Red Queen's Race" club, we can discover a braindance with a virus that was used to kill Reyna. If we try to watch it, V will almost die. In the recording, we see the same interferences as in the previous cases. Although we can guess this, there's nothing we can do because everything is set up to make it look like Holt is behind it. In other words, "Night" is very thorough in covering their tracks.

Another interesting point concerns Jefferson's wife, Elizabeth. At the end of the first mission, she leaves, sits down at the table, and her eyes glow orange. As we all know, during data transmission, eyes glow blue. From this, we can deduce that Elizabeth is likely somehow involved in all of this. During the quests, she behaves quite strangely, sometimes omitting certain details and comforting her husband.


So, we have learned that the corporation behind all of this is "Night." But who are they? Are they human or something else?

In the Cyberpunk universe, we often hear mentions of wild AIs that roam the cyberspace. An AI is referred to as an "Iskin" (derived from the words Artificial Intelligence). Alt, Johnny's girlfriend, is an Iskin. She can go anywhere, into any network, and take it over without hesitation.

An important character in unraveling this cyber conspiracy is Prophet Gary, whom you can find near Viktor's workshop. Gary preaches to people on the streets about Iskins, vampires, and reptiloids. On the one hand, his speeches sound unbelievably fantastical, but on the other hand, he is right and knows more than necessary.

During his sermons (there are a total of 5), we can talk to him and make a donation. But when we come to him for the fifth time, he gives us a task, and the secret quest "Hidden Truth" is unlocked. We need to go to an old factory and observe the events. We will spy on Maelstrom's meeting with the corporate agents Jane Doe and John Doe, where they will try to deliver a suspicious chip. During the meeting, they recite the verse "Patricide." If we kill them all and decrypt the chip, we will see a message that says, "Project ORACLE. Team. Execute the assignment."


We never find out exactly what this means because when we go to Gary, it turns out that people with blue eyes have kidnapped him. And when we try to show the chip to his disciple, she tells us to hide it and never show it to anyone. One thing is clear—Gary did know more than necessary. In our conversation with him, we learn that he can listen to the plans of the "Blue-Eyed People" through limited radio waves due to a malfunctioning chip implant.


Now let's move on to Mister Blue Eyes. We first encounter him at the end of the "The Heist" mission when he is standing on a balcony not far from where you talk to Peralez. You can't do anything to him, and he doesn't react to you.

We meet him for the second time in the secret ending or the sunset ending. When we become a legend of Night City, he hires us for a dangerous and secret mission in space, promising to help stop the impending death. But we still don't learn anything new about him.

However, he fits the description of the "Rulers" from Alpha Centauri that Gary mentions. Gary said that the rulers wear synthetic skin to hide their true nature. It can be speculated that Mister Blue Eyes is an Iskin, using a human body as a vessel.

Gary also mentioned that the "Blue-Eyed People" descend from space to control people's minds.

As for the agents: black, orange, and blue.

In my opinion, the black agents are experienced Night Corporation guards. In this case, I would call Elizabeth the orange agent because her character and goals are not fully understood. And the blue agents are Iskins, including Mister Blue Eyes.

We are still far from final conclusions because DLCs await us in the game. But personally, I believe that Mister Blue Eyes is one of the Iskins. He really lives somewhere in space. And our mission to the Ice Palace in the endings is not a coincidence. There is still much for us to learn.
