When will Luocha banner in Honkai: Star Rail be released?

The first half of the 1.1 Honkai: Star Rail update is coming to an end, along with the Silver Wolf banner. The young hacker will be replaced by a young gravedigger, namely Luocha, a five-star Imaginary character who follows the path of Abundance.
Should you pull for Luocha or not?
