First you need to find a throwing knife at Slocum's Joe Corporate HQ, in the office (see the last screenshot). After this, you can craft the desired version of the knife in the chemical laboratory. After level 20, the throwing knife can be obtained from legendary enemies. A knife will also be legendary.
