To obtain this powerful spell you must go to the Caern of Souls, to the place near the wall of words in this location, in the chest that is nearby.

In Skyrim Special Edition for some unknown reasons the developers didn't add the ability to train skills in peaceful circumstances. There are special chests at the Thieves Guild, but they don't develop the Lockpicking skill after the first attempt. But with this script everything will be in its place and you will be able to train Lockpicking as much as you need and develop this skill without leaving the Guild's shelter.
