Best armor for stealth in AC: Mirage

By completing the "The Traitor", "Orion's Belt", and "The Marked Coins" tasks from the Contracts Board at the Assassins Bureau, you can obtain the Rostam Outfit. 

Not only does it look beautiful, but it also provides a stealth bonus.  The "Sound of Silence" armor property at the initial level of upgrade reduces noise from movement by 50%, and at the maximum level, by 100%. Materials are used for the upgrade.

Best weapon for stealth playthrough

If you have chosen this gameplay style, your best friend will be the throwing knives.  

They not only kill instantly but also make no noise. They can be upgraded using materials. 

In the skill tree, there are skills that enhance throwing knives. Upgrade the "Air Strike", and when aiming in a jump, time will slow down. It costs three skill points.

In the "Trickster" branch, there's a "Knife Recovery" skill, which allows you to pick them up from corpses. It costs 3 skill points.

The "Engineer" skill allows you to improve the knives. It costs 4 skill points.
