Emma is the head librarian in Enkanomiya, who will give you a special mission called "Gathering of Dragons and Snakes." It's a fairly long quest in which you'll have to collect lost books from her abode. Below is her exact location.
Mitia's Ghost in Enkanomiya: Where to Find and What She Needs
You will encounter Mitia during the "Gathering of Dragons and Snakes" quest. She will be guarding small ruins inside which there are 3 rooms. One of these rooms holds ancient records needed to complete the aforementioned quest. Mitia is located on an island that is not marked on the map.

Ghosts Ogura, Oshima, and Antei in Enkanomiya: Where to Find and What They Need
The ghosts Ogura and Oshima are located in the lower part of Dainiti Mikoshi. Talk to them and embark on a search for another book that will be needed for the "Gathering of Dragons and Snakes" quest. Their exact location is marked below. During their task, you will also encounter another ghost named Antei, who will ask you to deal with the Ruin Guard.

Akashi's Ghost in Enkanomiya: Where to Find and What He Needs
The exact location is shown in the image below. To obtain the Precious Chest, you need to hit the blue dome with a charged arrow.
Kabayama's Ghost in Enkanomiya: Where to Find and What He Needs
You can find the ghost not far from Dainiti Mikoshi (look for a small passage in the wall). Kabayama will ask you to find 3 stones and sit on them, after which you will receive a secret achievement.
